Rain of Arrows in 1.0?

I remember the build getting nerfed quite hard, and my friend was pretty pissed having it nerfed just after purchasing the cash effect for it.
Is this still viable?

yo im playing roa marauder in hc Nem.
Im going full tank HP/Armor im in act 1 merciless roa 600dps frenzy 3 stacks 750dps 3000hp like 30 30 60 res going to take like 2 dmg nods (amplify, path of the warrior) the dps is really low going to be hard to solo but in a group you cant die unless you fuuk up bad!!! i can easy swap build with just a few respecs
