A lot of people find it difficult to do business with Russians and simply not worth it in general. It is an unfortunate reality but even I have had so many bad nightmare experiences with Russians trolling in HON and DOTA 2.
There is also the chance of Russian Botting accounts etc. And that GGG simply does not want to bother especially if the least amount of revenue comes from there I don't think the decision is personal just business. Look how Awesome my MTX Marauder RF looks
