Some major question from PoE beginner, LF advise

Greetings , i am staring with PoE and have some question to experienced players, please give me advise.

1. How much *must have* is Resolute Technique ?
it is possible to have 90%+ chance to hit without this skill ?
f.e. its possible to have 90% chance to hit and lets say 20%+ chance to crit without some specific items ?

2. One hand vs Two hand ?
i can imagine playing both, so the question is : How much more dmg does 2hand do ? How much survival do i get using shield ?

3. Use specific weapon type or avoid these passives ?
