I don't know if it is possible around where you live, but you might be able to buy prepaid credit card in a store or gas station, which you could use. Around where I live, you can buy a 25$ prepaid credit card for around 29$ before tax, it get activated when you buy it and you need to link your postal code on a website written on the card to use it.

I never tried to use a prepaid credit card here, but it should work.

im living in europe, never heard of something like this but looking for it is worth a try
Try more than 1 place if there is more than one close enough because in my case, the nearrest gas station clerk did not know it even existed, but a gas station further from my home was selling 25$, 50$ and 100$ prepaid card.

If you find some be sure to read the small paper that come with it, it should explain a few important detail like "2.50$ is removed from the card every month when it been 7 or more month the card as been activated" or you have to pay 9,99$ to replace a card that was lost or other important things.

The cards I bought where I live was 1 use only, but I know there are some that exist that can be recharged, its up to you what you prefer to buy.

Also you might want to buy a low priced one in case it did not work. The cards I was able to buy worked with something like steam, but in some forums I saw people talking about their cards not working.

The cards I bought were vanilla mastercard, in steam for example I simply chose the mastercard option.

edit: If you find some, where you buy it, you might want to ask a few question on how it work.
Also in my case it could take 24 hours before I could use the card.

yah, I feel for them though -- using prepaids and payday loans is no way to live. imo.. maybe credit unions could scoop them up with some incentive? who knows..
