Hard time understanding why i cant tank

you can make a max block char (both spells and attacks),and in combination with endurance charges and immortal call you can tank any mob pack, but you will still have problems in some map modes. That and the fact that you will kill very slow.
Yea sorry. I am currently stuck in my Onslaught-league mind-set.

Im sure you can make an effective tank in PoE and people seem quite willing to help if needed.
Just for try for see and for know.

She corpse exploded the corpse of the boss...
optimized , ofc it depends on your mana needs

^ first I would go for Blood drinker and those 10% hp passives bellow

hmm lets see why you can't tank mobs... Because the mobs in cruel will pretty much rape you no matter how tanky you are.
I have a decent tank so far. Tempest Shield, Lightning Strike, Resolute Technique keystone, Blood Magic keystone. Went for +attack speed, +block, +life and +life regen. Stack resists on gear and use Enduring Cry, got lucky finding 1h maces (trade for one if needed).

Could face tank just about anything in Cruel; went straight to Docks after arriving in Act 3 - didn't know it was possible but I was able to take a group portal there and it wasn't too bad with 1.1k hp if Lightning Strike was used constantly for the Life Gain on Hit support gem. Rejuvenation Totem for soloing bigger groups (about 15 melee/ranged + 3 voidbearers). Enjoying the recent patch buff to Shield Charge + Melee Splash + Life Leech and looking forward to my new gem setup for Tempest Shield + Blind + Chance to Flee + Increased Lightning Damage. These ailments can proc without overriding your curse.

not actually true with whats possible, but often true due to the sort of gear available to you from drops and builds people are running with in cruel.

evasion tanks with dodge etc? It might work, Ive never tried it, but I know something that does work and personally, I will stick with it over 'chance to not get 1 shot' type nodes.

A tank in this game is 24k armour, 4.5k life, 81% all res, 6.6% life regen per sec. thats a tank, you can walk into the middle of biggest pack of mobs you can find in merciless docks, pump enduring cry and just take your hands off the controls. Pump it again when it wears off and just stand there, nothing can sustain enough damage to take more than 1/4 off you before it just regens again. Cruel would be such a bad joke with those stats I doubt 5 hasted rare mobs attacking you at once could even out damage your regen.

imo stack health, armour, res and use enduring cry, its literally that straight forward. Iron Reflexes + Leather and Steel, all the big regen and armour nodes in the duelist, marauder and templar, as someone rightly said, you want a lot more health too.
dude get out of the templar passive tree get more hp no wonder you cant take them on =/

convert all your evasion to armour with iron reflex aswell.
IMO Iron reflex isn't a good choice. Endurance charge is the way to go if you want to tank.

Tanking require three things:
1. High health
2. High defense (resist)
3. Life gain (Life leech and regeneration)

A lot of build forget #3. You need a way to get your health back in the middle of a fight without relying on health pots. A very high life leech and regeneration will increase your survivability by a lot.

Here are videos of my Shield Tank pre patch.

Here is a test to see if I could face tank the Blacksmith without the use of immortal call. The map boss is 10 lvl above me post patch. The test shows that I can't beat him via face tank without immortal call. His attacks knocked me back and prevent me from life leeching. I did beat him using Leap Slam without Immortal Call.

Lack of HP, lack of life leech and being underleveled (why face the exp penalty?) are probably the biggest problems.

Build also seems subpar. Too much nodes in the templar area but you don't took athleticism. You also don't have the 6th and 7th end charge yet, they also help a lot with being able to facetank.

Slightly improved version of your build:
