9.11e updates to cut throat?

So it in the recent patch notes there was mention of changes made to the cut throat league (5 seconds to enter town portal as an example). However, i have yet to see an option to join a cut throat league. Is this just a side note to let us know its coming or am i missing something. As a huge fan of pvp im pretty anxious for it to be implemented. Anyone else know something more?

There's a test league that they just run after that patch.

Its only 1 hour long. There will be more league in the future but for now, cutthroat is not publicly available
