Strange order of some armors

Just an example:
Pinnacle Tower Shield - 70 level required, 384 armor Colossal Tower Shield - 67 level required, 589 armor Is collosal shield better or you get better affixes on higher level items ? Collosal tower shield has lower required level and more armor, with the rest of stats staying the same, I have found it to be strange. |
