also those gems can t be upgraded.

Kaom's is still more OP than what that helmet would have been without the "no chest" clause.

I do agree this is an interesting piece of equipment, but as usual for PoE uniques it can be easily beaten by good rares. Which are maybe more rare than uniques on the other side

If the game was perfectly designed then the best rares should beat the best uniques for every slot. Kaom's is the big exception to this rule, and it is hard to also beat Lioneye's.
