No breach encounter spawned in my map (3.27 Keepers league)

I am have beeen ritual/ore/jun on my atlas since getting into maps and currently running t16 Beach maps.

I opened a map as usual, except this time I had no breach encounter spawn in the map.

What was in the map: I forced 4 ritual altars, 2 ore deposits, Jun research encounter (these 3 via tree) and Niko (from sulphite scarab) while Cassia and Legion naturally spawned.

There was no Breach encounter in the map.
