Uber Fragments drop rate bugged

With the introduction of the new uber-boss fragments t17 bosses often drop a single new fragment and no other uber fragments.

This contradicts the patch notes where it is explicitly stated that the drop rate of old fragments should be not affected by the new ones, however 0 old fragments dropping and single new one time and time again certainly proves this is not working as specified.
