WSHIPERS OF INFINITY BUG WITH BLADEFALL OF TARTHUS es/sec consumption

Whispers of infinity doesnt consume any es/sec in hideout or sometimes in maps only from time to time, it starts consuming es/sec then stops, this has to be a bug as it only happens sometimes and its not consistently consuming the es/sec and its build breaking
