Tectonic Slam of Cataclysm AoE no longer scales with Endurance Charges

Before 3.27, my 7-charge Tectonic Slam of Cataclysm would fill an entire screen. After the patch, the AoE with and without endurance charges is the same.

OS: Windows 11 with DirectX 12
Graphics: RTX 4080 Super, with the latest graphics drivers
Processor: 3.6 GHz i7 9700K
Memory: 32 GB of RAM
