Enemy Totems not Targeted by Freezing Tulgraft (Falling Crystals)

I have the chill aura from the Occultist ascendancy passive in Ascendant, and a freezing Tulgraft equipped. Playing in Ruthless.
For some reason enemy totems, such as the boss of Plateau (Puruna and Poporo) aren't chilled by the chilling aura. No avoid elements map mods. Additionally, if I chill the totems with the skill Vortex, the Freezing Tulgraft skill Falling Crystals does not target the chilled boss. Other Tulgraft skills seem to target the totems.
