Error trying to update POE1 now on windows 7

I normally run POE1 using the standalone client (not steam) on a window 7 machine here on directX11. I logged on fine this morning before the servers went down recently for updating.

I now clicked on the POE1 launcher, it shows a 75 MB download using the "secrets of the atlas" splash screen, and then I get the error:

"PathofExile.tmp - Entry Point Not Found. The procedure entry point GetSystemCpuSetInformation could not be located in the dynamic link library KERNEL32.dll"

Based on my googling this error does not appear to be new when it comes to POE1 updating. Other search results suggest that this error indicates that the given software is NOT compatible with windows 7 anymore, because the indicated procedure entry point does not exist in the window 7 kernel32.dll?

Has POE1 ended support for windows 7?

Did full uninstall now, rebooted computer, and downloaded the new installer from the site. Completing the initial installation and starting the launcher leads to a 72 mb file download, which when completed is followed by the same error.

Can we get some clarification if this is intended or a "known issue" to be fixed? This is a big deal.

Today, before the server maintenance, I logged into the game and everything was fine. Now the game won't launch. After the 72MB update, nothing happens. Win7.
