As far as I know, each mechanic has base 8% to spawn, in particular, Jun.
I have +96% chance to spawn Jun on Atlas, which in theory should guarantee it every map.
But occasionally Jun does not spawn in map.
Safehouses are not filled. Map is not overloaded with other mechanics. In particular map, the only mechanics were shrines and Einhar.
