Victario's secrets busts

when leveling i get to act 3 and only 2 busts would drop made new zone with the 2 i had and it still would not drop the 3rd, after dropping the busts on the ground and making a new zone only n2 dropped but i could complete the quest.

Victario's Secrets is a quest where you can hand in the busts one at a time in any order.

It sounds like the game thought you had already turned one in (which is quite possible when the first one is on the way to the waypoint and one is right next to it). Your quest state should have reflected how many remained to be found and delivered.

If one had been handed in, it would not spawn again in any instance. You could open the slab where it would be hidden and still drop loot, but the bust would not re-spawn.
