New shock avoidance jewel

So the new jewel says your shock avoidance is applied to all elemental ailments. In the game currently, shock immunity is equivalent to 100% avoidance. Does that mean Tempest Shield plus the new jewel equals elemental ailment immunity?

it shouldn't, immunity and avoidance are different things.

even if functionally 100% avoidance is basically immunity.
What I mean is, immunity for ele ailments is generally coded as 100% avoid (i.e. Rin's freeze immune on boots is actually 100% freeze avoid).
https://www.poewiki.net/wiki/Immunity

"Immunity" is the more commonly seen "cannot be", which is the traslation of "100% chance to avoid [ailment]". "Unaffected", on the other hand, is the application of an ailment at 0% effect, and it's theorically achieved with a "100% reduced effect of [ailment] on you". Char tab with tempest shield should show you "Chance to avoid Shock: 100%" as further proof.

So... yes. That jewel + Tempest shield = "Cannot be chilled, frozen, shocked, ignited, sapped, brittled and scorched". Impressive indeed.
And they killed this interaction before it could see the light of day.

This is a purely displaying change. Immunity and avoidance are independent mechanics. "Cannot be" (which is 100% avoidance) is often confused with immunity, cause from the player perspective they both work similar. But internally to avoid something you have to be able to receive it at the first place, which is not the case when you're immune to it. The wiki article looks bad honestly.
