The itemlevel is irrelevant. This item can be equipped by a level 1

Are you absolutely sure? Required level isn't the same as item level.
For example you can find a low level unique that can have 6 sockets but the itemlevel has to be high enough to roll those sockets. I wouldn't be surprised if a low itemlevel version of this unique is capped by the maximum amount of sockets it can get.
