This is not a bug for Power and Frenzy charges. Totems, Traps, and Mines are intended to be separate entities from your player character that use your Skills. What happens is that your Totem attempts to gain power and frenzy charges on kill, and then they fail to do so because their maximum Power and Frenzy Charges are 0, as Totems will use your character's Power and Frenzy charges instead (because only your character's Power and Frenzy charges affect your skills).

This system is bypassed by a long-standing bug, often treated by players as a feature due to the difficulty of fixing this bug, where Damage over Time kills are always attributed to your player character. If you can manage to get your Totems to deal Damage over Time and not kill with their hits, then you should be able to use this bug to counteract the fact that your Totems are not your character, which is not a bug.

I would imagine your Totems should be able to gain Endurance Charges on Kill, but I'm not 100% sure about this. In any case, your player character shouldn't be gaining any Power, Frenzy, or Endurance Charges because your player character isn't doing the killing, your Totems are, and your Totems are not your player character.
