Why is it that people that haven't logged on in like a year are still getting free beta keys?

Because not logging in is not a sign of indifference about the game. You only need to log in if you want to write a post, but many people don't feel the need to to so do when they did not have the chance to play the game yet.
Disregard witches, aquire currency.
