[3.15] The Frozen Garden - Elementalist Permafreeze Arc Mines

How would you feel about a build that can permanently freeze all freeze-able content in the game, including T16 bosses no matter the mods? This is it :)

Seeing as Elementalist is better at everything, this is a Miner. Why Mines? Because a lot of individual and heavy hits per second makes for good uptime, high overall DPS, good coverage, and low mana cost.
If you've never played a Miner, it's basically self-cast, just better in every way. You put Detonate Mines on your left click and play more or less like a normal caster, with the added ability to pre-lay mines for bosses.

3.15 Changes:
1) Immunity to Elements Ailments is gone. Shame, but ok.
2) Controlled Destruction was erased from the game for Crit builds. Use A. Added Lightning instead.
3) Less increased damage and effect from Golems.
4) Mines cost and reserve more. Much more. Consider implications for auras and levels, possibly more reduced reservation.
5) Cold Conduction was erased from the mod pool, effectively. Use a different gem instead of Hypothermia (Added Lightning / Crit Damage), and consider using something else to chill.
6) Blade Blast doesn't Unnerve (don't use it) - consider Cold Snap or such here?
7) Purifying Flame doesn't add critical strike chance (don't use it)
8) Overall nerf to DPS across the board (but you're a Miner, you started with more than you need anyhow)
9) Longer boss fights mean Freeze matters more, so the build is better?

3.14 Changes:
1) Primal Aegis 100 per Notable to 75 per Notable. Not a huge deal, still worth it.
2) Vaal Arc is probably going to be better, even more reason to use it.
3) Wave of Conviction got a nerf. Ok. Maybe worth using something else for Exposure now? Still good.
4) Corrupted Soul is 15% instead of 20%. Ok.
5) Harvest nerfed, should be harder to get a GG rare chest. You'll be fine.
6) Vigilant Strike + The Vigil is no longer worth it as an option, probably?
7) Regen is a bit lower with the nerf to Vitality. Meh.

Unrelated nerfs that make this better vs other Miners:
8) Chainbreaker / Divergent Berserk is dead.
9) Ingidon Mines are dead.

***IMPORTANT***
This build Freezes using The Three Dragons.
This means your Lightning Damage is the only damage type that can Freeze, while at the same time Lightning can't Shock no matter what. To work around this, we get any amount of flat damage to spells that is NOT Lightning, Shocking for the full 50-60% with that instead, while still getting the 25% More Shock Effect from Shaper of Storm.
The helmet also takes away your ability to Chill with Cold without adding that to Lightning, so to Chill you need a modifier on a Medium Cluster Jewel (listed below) or to use Chilled Ground (less reliable, but good for Algor Mortis).
***TL;DR- IF YOU DON'T DEAL ANY NON-LIGHTNING DAMAGE YOU WILL NEVER SHOCK OR CHILL***


Basically, this build actually reaches 60% Shock against even Sirus 9 or Maven, and can permanently Freeze anything with a "Freeze cap" of 30 million or so (meaning 100% of content that isn't immune) with my gear.
24% Chill is another defensive layer for things you can't freeze for some reason.
Try and get a lot of Increased Effect of Non-Damaging Ailments / Shock, as up to 220% (300% effective, since you get 25% MORE Effect) if you have Overshock adds a good chunk of DPS and helps Freeze, while also making Chill better for when you can't.
As for DPS, well, it's an Arc Miner, don't worry about it :D

The reasons for Elementalist over Saboteur:
1 - Larger hits = better Freeze (60% Shock, EE, Golems...)
2 - Can get as much regen with Stone Golem.
3 - Can get Blind with Disorienting Display.
4 - Unless you're using an AoE spell, Saboteur is just worse.

Now, obviously, I did it on SSF. On trade league, you can get 2 mega-op sceptres and push even further, get even better jewels, etc. Still, was able to do all content easily with this, barely ever dying (died once from 96 to 97).
Expedition's End is a VERY interesting option in Trade, too.

Seriously, it's not rocket science.

Act 1 Start - Stormblast Mines + Orb of Storms, use links like Added Lightning
Caven of Wrath => Talk to Nessa, get Arc, attach to Blastchain Mine
Swift Assembly is pretty trash early on, but it quickly gets better as you level.

You can use stuff like Orb of Storms / Skitterbots early, both are pointless later on.

The Large cluster jewel is amazing but not a build-maker. The Mediums are BiS and very useful, but not a must to start freezing most things. The helmet is a must, however (lucky it's not rare).

You really want Blast-Freeze on a Medium Jewel to get you started, but even that's not a must, it's just very very very good.

League start viable for sure, it IS an Arc Miner. Sirus on day 3 truly depends on your skill as a player, I've certainly done Sirus A9 with it.

It doesn't :)

However, it lets ALL non-Lightning Damage Shock, and as long as the highest damage type is Lightning, you still get the 25% MORE Shock Effect.

Yes, you shock with Fire but Shock better because you mostly hit with Lightning. Amusing.

Wow this looks really promising, especially for SSF. In trade this would be OP. Def on my list for next league. Nice write up!
