Game will not start on Vulkan

Graphics Card: GTX 1050Ti
CPU: i5 8300H 2.3GHz
Memory: 8GB
Motherboard: MS-16JF
Renderer: Vulkan

Since the start of Heist, Path of Exile would occasionally open (through steam) with a black screen, but the music starts and buttons are still functional. This is usually solved after a few restarts of the game.

The problem starting yesterday has exacerbated and now does not get to the login screen even if the screen is black. The game will just crash after a few brief moments of a black screen.

I've since reinstalled the game and updated my drivers to no avail.
Manually swapping the renderer from Vulkan to DirectX11 in the config file has since fixed the issue, but swapping it back to Vulkan in game or in the file will make the screen black and eventually crash without saving the options.
