Connectivity Issues

Having issues with lag spikes, some lasting for more than 10 seconds.

Lag is worse than ever, barely playable. Not enjoyable at all.
I just need to know if there's anything I can do myself to maybe fix this or atleast make it better, or if I have to contact my ISP, and if so, what do I say? I have decent knowledge when it comes to computers, but not when it gets this technical. My connection seems very stable when running a speedtest, but in PoE it feels like I'm on a very poor line, with constant lag spikes from a stable 40-50ms to upwards of 4000ms. The worst lag spike I've had lasted for over 15 seconds. I didn't have these issues prior to 3.12, and it seems like it's getting worse and worse.
