TL;DR
This build leverages the new Heist unique staff The Fulcrum. It self-afflicts all the ailments required to get the buffs from the staff, and has quite fast clear speed. It is not a very good build, but it was a lot of fun to theorycraft and make. If you like playing something a bit janky that can clear very fast into end-game, and don't care too much about dying to bosses, you might enjoy this. But you should probably just play Avater of Fire Blade Vortex, or Eternity Shroud. Having said that, my gear isn't great, and there's a lot of room to improve. I haven't even looked for an "Unaffected by Chill" stat. This ring is one of the only worthwhile upsides of getting afflictions on yourself, with a max effect Chill giving you 30% increased action speed (which is like 3x Tailwind's effect). This is multiplicative with any move, cast, attack etc. speed you have, so we wind up quite fast. Unaffected by Shock > Inpulsa's Broken Heart OR Replica Winterheart

Replica Winterheart is an interesting option, especially if you only care about clear and can afford a decent Crusader explosion chest. However, we really need to keep our amulet slot free for The Pandemonius, so Inpulsa is my preference. Immune to Freeze > Rin Boot Craft OR Various Uniques

While you can use Kaom's Roots to stop Freeze reducing your speed to zero, it still totally negates your bonus speed from Winterweave, so we just use a source of Freeze immunity. The Fulcrum has no bonus tied to Freeze anyway. Other Upsides of Being Afflicted

Hotheaded, Replica Hotheaded are up to an additional 40% move and cast speed when ignited / chilled, and are great for going fast. Nothing else is really worth using. The 5% ES regen while shocked on Replica Winterheart is great for EB sustain, or could possibly be the basis for a Lowlife / CI version of this build, but my quick investigation into that looked even worse than this; we're already super stretched across the Passive Tree without needing to get mana nodes too. Damage vs. Effect vs. Duration

Ignite, Chill and Shock all have set durations (X for ignite, 2 seconds for chill/shock), and damage only scales their effect. The damage of your hit scales the duration of Freeze, but we don't care so much about that one.
We deal all 3 types of elemental damage (regardless of the spell we choose) thanks to the conversion stats on The Fulcrum. Chill is always applied when you hit with cold damage, and critical strikes will apply shock, ignite and freeze. Scaling Ailment Effects

Because we're split across all 3 damage types, we use other methods to scale our ailment effectiveness. The Pandemonius lets all hits apply maximum effect chill, but only for 1 second. In my testing, the highest priority chill that effects you is the one with the highest effect, then the highest duration. So if you're hitting mobs while clearing with enough damage to 30% chill them, you'll get a 2 second 30% action speed buff. Against bosses though, you're very unlikely to get anywhere near the 30% cap, so The Pandemonius lets us cheat the damage breakpoints and focus on getting "Cold Damage Ailment Duration" stats. We also use the Cold Conduction cluster jewel notable from a Medium "Effect of Non-Damaging Ailments" jewel to apply a 15% Shock for free whenever we Chill something. A sweet little side effect of this is that although Inpulsa's explosions can't Shock, Pandemonius / Call of the Brotherhood makes them Chill, which Cold Conduction turns into a Shock, and seemingly this gets around the restriction and causes great chain explosions. Damage Spell Selection

Blade Vortex: While this is the obvious best physical spell in the game atm, it's not great for this build because it doesn't really benefit from the piles of cast speed we get. Of course, if you were to build around it ignore the cast speed buffs, you probably wouldn't have to worry about mana sustain so much, and the build might just be better. The woes of self-cast spells in 2020 PoE, I guess.
Ethereal Knives: I leveled with EK to 88, then switched to Divine Ire because it dealt no damage to bosses. Felt phenomenal to clear with though. Oh, and we cannot get to a single jewel socket that'd support the Threshold jewel, so we don't even get to Nova. We do get to really leverage Pinpoint with it though, as our fast cast speed means we get Intensity going very quickly. Divine Ire: Where I've settled for now. Our huge cast speed means we build up 20 stacks super fast, especially against rares/uniques, and the spam when charging keeps our ailments up while intermittantly freezing anything that gets too close. Also hits decently hard for bossing. Penance Brand: Penance brand has the potential to be great, but unfortunately its activation rate isn't increased by the action speed buff from reversed Chill effect. It also doesn't do any damage until it explodes, so it's much harder to keep your ailments up. We do still get a decent amount of cast speed, so if Penance Brand is your jam, I'm sure you can make it work. Bladefall: I just find the delay makes this skill unusable, but if you don't mind that, it's probably fine! Purifying Flame: Possibly better than EK, though pretty similar. Storm Burst: I don't think we can really fit much duration scaling into the build, but if it scales fine without it, it's probably great. Glacial Cascade: It's fine, probably better than EK. The 100% cold conversion is actually pretty good, because we scale cold damage the most, and this is probably the best non-channeling option, but I just never really got into it. Endurance Charges

We use Enduring Cry and Immortal Call to get some much needed boosts to our tankiness, and to make use of Valako, Storm's Embrace, one of the only other Chieftain ascendancy nodes that are useful for the build. We put Immortal Cry on left click so that we basically always get 15% more damage.
Cast When Damage Taken

Cold Snap for frenzy charges while clearing, Blade Vortex for ailment up time when attacked. Usually swap for Purifying Flame/Bladefall when fighting bosses, because we're not getting frenzies, and we're usually kiting too much to hit with BV.
Mana Sustain / Survivability

We use an ailment duration on focus Devouring Diadem for free Eldritch Battery and a pile of reservation reduction for our auras/heralds. The ailment duration is awesome for nice long-lasting chill buffs, and we get a huge pile of extra ES from a Glorious Vanity sacrificed to Doryani, granting us the Corrupted Soul keystone. We also grab Mind of Matter to use this as a bit of a buffer on life, but note that Corrupted Soul makes 50% of all damage bypass ES, so our MoM is only really 15% for non-chaos damage. But we're squishy as fuck so it's better than nothing. We also really need this 1500+ strong mana pool, because our cast speed when chill/ignited is ludicrous. We hit 20 stacks on Divine Ire long before we get Infusion, and can throw out EK like nothing else. I tried a non-EB version, and while I think it might be doable with some -X to channeling skill mana costs and increased mana regen, I was OOM far too often even when mapping with Cinderswallow. Cold Conduction Gives us pretty much 100% uptime on self shock and chill. Mandatory. Stormrider Gives free Power Charges on hit, even against bosses, and a decent damage buff. I consider this one mandatory too. Blast-Freeze Gives a pile of survivability by allowing us to freeze and shatter pretty much every pack, including prolif'ing onto rares, which is super important for heists. I usually just shoot through the door a couple times to freeze the pack, then Flame Dash behind it and blow it up. Force Multiplier The biggest damage boost from jewels available, the double damage Divine Ires are really noticeable. If you can get this on your large, and get a Megalomaniac with another one plus one of the nodes above, you're in for a treat. Flasks

Cinderswallow Urn ----------------- In my limited testing, Unaffected by Ignite protects from all properties of the reflected Ignite, including the 10% increased damage taken. Taste of Hate ------------- You can use this for the extra damage buff, but the 30% Chill Avoidance will make it harder to maintain self-Chill, especially against bosses. I really like the idea. And with the changes to the Elementalist now where you have very nice Ailments Nodes, do you think that could be an option? I know we will lose on being unaffected by Ignite if we don't go Chieftain but maybe there are some other alternatives to combat that if the Elementalist's new Nodes are too good to pass up. For example, if the Shaper of Winter Node is strong enough, maybe we can get Eye of Innocence for more Damage and some Leech. Or if we can squeeze Resists and Freeze Immunity somewhere else, we can get the Sunspite boots for up to 125 Life Regeneration while ignited and 40% Movement Speed.
