Pure Brutality specifically grants Crit Chance 'with two-handed weapons'. Spells do not use weapons; while your Staff is a two-handed weapon, your Spell is not.

And Serpent Stance cluster is worded differently yet: 'increased crit chance while holding a staff', you don't need to actually use it. The wording is very precise for the most part, I think the only cases which could be ambiguous would be elemental equilibrium (doesn't mention you have to also deal damage with the hit), and maybe 'crit chance/elemental damage with spells' (it would probably be more accurate to say 'with spell damage').
Wish the armchair developers would go back to developing armchairs.
