Chaos Orb for a Onyx Necklace?

Erm... I was wasting my boo coo amounts of chance orbs to try for a unique, so i was dropping by the vendors and i see... this. Working as intended??? I know its a blue, but seriously... a chaos orb?

not a bug. Just overpriced ;)
