"Bodyguards" sextant mod not working?

I only noticed today and yesterday, but no maps have been dropping with the sextant mod for me. I have had the mod three times, and have been watching carefully at each kill.

Not sure if relevant, but I am running T13 Toxic Sewers with A7 on my atlas.

Those map drops are controlled (blocked) by the Atlas and GGG's reply is that this is per design and working as intended.

This was never a problem before they did the last Atlas change.
With the new atlas, only the maps you have unlocked can drop so if you have all the stones socketed then only T13+ maps can drop.

So sadly this sextant mod only states that maps will drop but not what tier.
So if the game roll a T12 tier drop, then the Atlas setup will block the drop and you will never get the map.

I had tiers 10 through 16 avail to drop. So, unless 1-9 were the only ones to drop...
