Should I exalt this chesplate?

I am planning on using it when my marauder is high enough level but I don't know if I should exalt it or not. Is the block/stun recovery a prefix or a suffix? If it's a prefix that came with the %armor roll then I will probably exalt it so I can try and get another resist.

depends on the item level. If you do exalt it, you'd need to make it a 6L.
