Fps drop in town & during dialog.

Hello there,

Been looking for this on web but so far nothing helped so here I am. Today after clean installation of standalone version of the game I've started to encounter fps dropping from 200 to 0 sometimes. I happens under the conditions of;
1. Randomly happens every 20-30 secs while in town.
2. During dialogs (like whenever npc/boss speaks or when I read books around etc.)
3. Sometimes when interacting with vendors/npcs.
Except these situations game runs smooth and fine, I have no problem while doing maps until some dialogue happens.
I am playing the game with a MSI GE75 Raider 9SF gaming laptop with specs;
-GPU: Nvidia RTX2070
-CPU: Intel i7 9750H
-MEMORY: 16GB DDR4 2133mhz ram
-DISPLAY: Default 144hz 1ms 17" laptop screen if that matters.
I've been playing the game on steam version before but had no issues on that, however when I've switched to standalone version for the new league I've started having this problem.
Was not able to paste dxdiag as there is 50000 character limit. Also have run PackCheck.exe but no errors there. Any help is appreciated. Have a good day.
