Weeping Essence of Suffering setting item's required level too high

Despite the item's text saying that mods are restricted to level 60 and below, using it on a body armour set its required level to 65.

Even thought the mod are restricted to 60 and below the essence mod itself (all tiers) has a lvl requirement of 65 (because most essence mods are ilvl 82 mods).
