Using Pristine + Scorch Fossil on Fractured Items with Life cant hit % life and -9 fire together

I try a lot of Pristine + Scorch Fossil to hit both %life and -9 Fire res on enemies on a fractured item with life and hybrid life and it both wont be on at the same time. I had hit % life or -9 res all the time but not even 1 time that both of them at the same time in 50 sets. Is this a bug or its impossible to hit both of them at the same time by intentionally? Then why do i be able to hit them seperately? I think this is a bug of not being able to hit both mods at the same time on fractured items.

This is the item i tried to craft it on. 50 Sets of Scorch + Pristine. Unable to hit both %life of delve and -9% fire res of delve at the same time.
