No, they are not being wiped, they will be migrated to the Legacy League. We did the same with 0.9.5. All the characters are still available.

The new Default league will be a fresh economy.

People are welcome to keep playing in Legacy, and even make new characters there. It will have a lot of items that were generated in past version that can no longer be generated.
