Why do so many people say RIP in peace?

I see the phrase "RIP in peace" used commonly in this game when it comes to people who lost characters in hardcore. Since RIP means "rest in peace", what you're actually saying is "rest in peace in peace". Is it just some sort of inside thing that I missed out on?
