No Syndicate Members in Safehouse

Opened Research Safehouse. Only had 3-star Korell (leader) and 2-Star It That Fled in it. Went afk and forgot about it when I came back. Ran a map. Remembered when I came across syndicate encounter. Ran the safehouse only to find nobody in it and my syndicate map changed.
