Can I play this game in the Philippines?

Hello there,
I enjoyed playing this game back then but stopped since GGG stopped using Garena (I'm from the Philippines so I changed my server to Singapore in order to access the game through Garena). The game is region locked in Steam but I was wondering if I can still play PoE using the stand-alone client? Yes! There is no region locking on the standalone client outside of China, and the Singapore gateway should give you decent ping.
