"talk to Niko" won't go away

This is my...I don't even know, 9th character this league. Not sure how relevant that is. But ya. Been delving no problem, but the quest chain is bugged. Still says " talk to Niko"

If you talk to Niko in a town does this change it's state at all? Has any exile really been far even as decided to use even go want to do look more like?
