need some answers for game mechanics

first,will vaal arc affect every equipped arc gem even they are in other sockets?

(i have one lv 21 normal arc gem and lv20 vaal arc gem,getting confusing which one should i use)

second,how does dual-wielding work for spell?

(i am thinking dual wielding wand for my arc to gain more dmg)

and last,is it inpulsa the best chest for an mom,elemental overload,lightning dmg theme build?

Vaal gems now include the regular non-vaal version in it as well.

yeah,i know.but i mean will other socketed ARC gem benefit vaal arc 4s dmg buff.because you cant vaal a vaal gem to get lv 21.
