Unable to move outside of town Incursion flashback

My character can move inside town, but outside town cannot move. Really confused. What is causing the problem?

Is the skill assigned to left click set to "Always Attack in Place?" That's what it sounds like to me. If so, click that skill icon, uncheck the box, and you should be fine
