Will we be getting the updated NS filter 6.1 for the race league on Xbox?

These filters won't be available at the beginning of the race as it would require a client patch, which none are planned before weeks end. I'll re-visit these for the next client patch in the near future, assuming the filters are stable (as Tobnac mentions it may be worth waiting to see) I will have them updated at that point.
