Elder not showing up

The Elder is in the Bone Crypt T7 area in my atlas but he didn't show up (twice) when I fought the map boss

Then you haven't killed all his guardians.

Yes, one of the guardians left when I killed the other guardian in the adjacent map

Sounds like a bug then. Why didn't you post this in bug reports forum?

It was moved from the bugs forum to here.
Anyway, I helped the Elder increase territory again. He came back with all the guardians and I got all of them now. | |

I think they vanish after 20 maps or so. Atleast über elder does.
