Bisco's Leash Rampage in Incursion

I noticed that I am getting a ton more item drops after incursions only if I exit the incursion while still having rampage. If my rampage ends before I leave the incursion, item drops are a lot less, even with a 600+ kill rampage. Is this bugged? Do I really need to exit with full rampage in order to get the quantity bonus on Bisco's Leash?

(from my experience) Incursions did not count your IIQ\IIR per killed mob, only your personal stats is matter (kill count as well), so if you loose your rampage before leaving incursion - game will count it as you don't have IIR bonus at all. This also means IIR gem is useless..
