i kinda wanna try an elementalist inpulsava vaal ice nova, and i wonder if im using yoke of suffering will i be chilling and shocking with ice nova? or will fire and ice damage only be able to shock?

All your elemental damage will be able to shock and they'll also keep their other properties, i.e. fire will still ignite, cold will still chill/freeze.
So ice nova will shock and chill/freeze | |

Why not also throw in hrimburn for good measure? Then your cold damage can also ignite (don't. That idea is awful).
