Corrupted Map Question

So when you corrupt a map and it gains +1 level can it turn into a map that is way lower?
I just did a monsterlevel 80 armoury and armoury is normally tier 8, monsterlevel 80 is tier 13

I just realized the map was a shaped Ramparts and therefore normally tier 7, I guess this is why the map rolled Armoury which is tier 8. Is this intented?
