He said it so that there won't be hundreds of people complaining about how they die or don't have enough damage because theyre using 10c budget gear.
That said, i have a 6L QOTF/Windripper, a +1 drillneck, and a lvl 24 wrath, and damage feels pretty good, but sometimes underwhelming.
