The way I see with Tencent and GGG

Bring back sextant block, and don't make ridiculous nerfs because your server can't handle it. Chris said it by himself in recent baeclast with tarke, raiz, ziggy, that sextant block was causing major technical issues, hence its nerfed. Now you able to afford more and even better servers.

ok, a nicer answer:

how does "scaling a game's instance" work...

you got a instance manager which watches the load of your servers and depending on the load creates new game instances on servers with low load.

if a 8 cpu server is designed to run 16 instances, the instance manager assigns this amount to the server and one of the game instances is consuming one cpu alone, other instances got laggy.

it's worse the more players exploit this cpu consuming techniques.

so, more servers would indeed solve the problem but you would waste loads of money because 95% of your servers would run inefficiently because they woud need to prepare for the 5% causing massive load.

it's better they fix the cause rather than trying to fight the symptoms.

It isn't a case of better servers, but more servers and that would cost much more than a player is actually spending....so that's not going to happen.
