Life Gain on Hit and Players Have X% Less Recovery RATE of Life

Does the map mod "Players have X% Less Recovery Rate of Life and Energy Shield" affect Life Gain on Hit? I am not sure if it does, as it isn't really a constant rate like Life Regeneration would be.
