Cannot spread influence of shaper

After thought was "maybe i'm not stupid and maybe this is a bug?"

Silly, I know, but perhaps I could get some attention to this?

Please let me know what i can do to fix this. My post in the normal forums is not assisting me.

I have screenshots showing that when i complete Leyline (which is in the bottom right corner of the map) my top-left corner expanded it's elder influence.

If that is how it is supposed to work, please let me know so I can be less confused.
