Tolman's Bracelet

Cannot complete the quest "Lost in Love". I have the bracelet but NPC does not require it while quest says to do so.

You need to deliver it to Clarissa, not Maramoa. Clarissa is standing slightly southwest of the stash.

She is not there as you can see on the opened map.

Have you talked to her in the first area of Act 3 (before you get to the Sarn city)?
