Vaal was civilization that passed. It was corruption based and Atziri was their Queen.

From what I understand, the Beast was the source of corruption. He was made that way by Sin to counter the divine power of the gods (corruption being the polar opposite of divinity). The Vaal tapped into the Beast's power through the gems and through Doryani's attempts to commune with the Beast.

So it wouldn't have been only Atziri using the power of corruption, but all Vaal citizens who used gems (which was most or all of them, it seems).

I think corruption is something that happened after humans tried to interfere with The Beast. Before it was designed by The Sin to withdraw Gods from world. But Doryaoni and others infuenced The Beast and the "it" started to leaking corruption.
