I just popped in to say this! It appears that WinMTR you ran was using the outdated 0.8 version of WinMTR which is why you're showing no results across the board. If you use the new updated version you should get get some real data which might show where the problem is. If you show no results even with the updated version I would suggest temporarily turning off any antivirus programs and running again (as they sometimes have the same effect).

As cipher_nemo said, make sure you run it for a decent amount of time, and also be playing Path of Exile as it runs. If you get disconnected at any point in the duration of the test that's even better, it should come up in the results.
